Abstract:
In this article author introduces the correspondence of K.I. Nevostruyev and N.A. Popov that helps to understand scientific opinion about “Slavic question”, which was revealed in various aspects of their scientific studies. Scientists believed in the brotherhood of the entire Slavic community and particularly in the role, which Russia played among the Slavs. These letters reveal historiographical situation and specifics of the scientific communication in the context of a three-level interconnection of the European and Russian metropolitan and provincial science.

Abstract:
In the article the historical formation of medicine and social welfare of the Kiev province in the first half of the 19th century is analyzed. This topic is important and up-to-date, because the question of the medicine and social security protection development in Ukraine is a live issue through present. The author of the article provides a complex analysis of the development process, organization and activity of the Kiev province health facilities of the particular period. The research is based on using archival documents and materials, and scientific publications.

Abstract:
Regional administration and municipal administration have a strong relationship in virtue of their positions. Its vertically hierarchical expression is due to the occurrence of the municipality into a complex system, in which the sending side is a regional power. Often two levels of management have different interests, matching, overlapping, or conflicting, depending on the situation. In the second half of the 19th century the control system of the Russian Empire has evolved, the process largely related to issues of local government and municipal authorities. Zemsky, and urban reforms, which followed it, have led to a significant transformation of the everyday life, the formation of a new type of political culture bearer – the voter. The evolution of the local control apparatus occurred during the breaking of the old grand institutions of all spheres of public life, while the government didn’t plan radical restructuring of them. Therefore, these processes could not be stable and long lasting, and were constantly in need of refinement and further implementation.

Abstract:
The Big bend of the Don has become a place of decisive battles between the Red Army and the Wehrmacht in 1942–1943. The region’s natural peculiarities considerably determined the choice of the strategy and tactics used by the opposing forces. The article studies the influence of the weather conditions on the course and outcome of the battles in strategic and front operations in late 1942 – early 1943: operation Uranus (19.11–2.12.1942), Kotelnikovo defensive operation of the Stalingrad Front (12–31.12.1942), operation Little Saturn of the South-Western Front (16–31.12.1942), operation Ring of the Don Front (10.01–2.02.1943), Salsk-Rostov offensive operation of the Southern and North-Caucasian Front (1.01–4.02.1943) Ostrogozhsk-Rossosh offensive operation of the Voronezh and South-Western Fronts (13–27.01.1943).
